Focus Topic Areas:
- Performance standards
- Performance measurements and program outcomes
of system, of the Council, local WIBs, One-stops, etc.
- Quality and performance improvement
- Efficiency and optimization of resources
- Accountability - fiscal, behavior, access,
etc.
- Evaluation of assessments (of training,
programs, etc.)
- Oversight of fiscal and management audits
in all WIB regions
- Council annual report and other statistical
reports
Suggested Tasks:
- Review Council
Study Group Reports for specific recommendations for this committee.
- Charter sub-groups to address key issues
or identify improvement needs, etc.
- Prepare policy and process recommendations
for consideration by the full Council.
- Design a few, strategically chosen measures
that serve as key indicators for West Virginia's overall workforce
development system in building an effective, highly skilled
workforce.
- Design and implement an accountability "scorecard"
that clearly communicates the progress and the soundness of
the system to the public, to employers, to the media, and to
government officials.
- Establish ongoing relationships with local
WIBs related to performance, accountability and audit purposes.
- Design a process to ensure fiscal and management
audits are done in each region on an annual basis.
- Continually review compliance requirements
of the state council (and local WIBs) per federal and state
law.
- Establish an accountability system that
is data-driven, outcome based; and, where appropriate, builds
upon existing accountability structures.
